After the conclusion of the civil war (also known as the First Interstellar War) the world of Echelon came to be jointly controlled by the Earth Union and Novus.

The Earth Union's Echelon Reserve was a small force assigned to the world. Their job was to match Novian assets on world, and in the event of war, overwhelm them. While this was initially well maintained, by the time the Second Interstellar War had started, the Echelon Reserve had fallen into disrepair. At the time, Echelon was Earth's farthest away colony and was not considered a major strategic asset. As a result, standards for troops on world progressively lapsed, and the Reserve unofficially became known as one of the Earth Union's worst fighting forces.
