Scoria: a popular movie made Minun a desirable pokemon to have, thus they were overbred to the point of no longer being electric type. Its electric moves are weak and almost harmless.
Pumice: it has abnormally small electric pouches, and if attacked, can't defend itself. Efforts by responsible breeders are being made to stop backyard breeders and help heal the species.

Design: Fon, being such a pet-prominent region, no doubt has sketchy people trying to take advantage of the popularity of certain pokemon. Plusle and Minun in the Fon region have suffered from Dalmatian Syndrome: where a pet featured in a popular movie is suddenly drastically desired so you get 500 backyard breeder puppy mills making thousands of unwanted and defect pets. When I first designed the original four variants of p+m, they were all weird in some way. So having a mon like this definitely fit the style of the original ones, just making it more thematic.
