i can imagine a kineceleran running then these guys pull their tounge out and the neck or the kineceleran just instatnly snapping like a twig and the kineceleran instantly dying

They can't really pull it out since it's always pulled out. They're essentially a living tripwire, which is how they hunt. They primarily will chase down a Kineceleran, trip up as it tries to flee, and then stab it to death their paralyzing toxins before they inject enzymes into the corpse and slurp up the nutrient-rich soup.
That being said, there have been some cases where individuals will work together (meaning four bodies, two tongues). One pair will chase the prey toward a secluded spot, preferably a pass of sorts that provides cover while the other pair lies in wait with their tongues flat to the ground and their bodies out of sight. Then, at just the right moment when a Kineceleran runs by, they'll jump up and pull their tongues taunt, creating the comical neck snap that you described. Of course, being the one that had to go to the trouble of chasing prey, the first pair gets to dine first; they're surprisingly cooperative this way.

That's more or less the angle I drew them at. Their four main legs are actually all the same length while the extra, fifth one is slightly larger. It's primarily used to send them leaping into the air while they run so they can immediately start running again once they hit the ground. Given how they're home world is surrounded by monstrous electrical storms, this also prevents them from getting struck by lightning.

2 Questions: 1. How do they eat while the tongue is constantly out like that? 2. How does the stomach work? Like does it not matter which one eats it, or do the both need to eat to survive?

The Limenoglosson (Whiplash's species) are liquivores, which means that they can only eat and digest liquids. They do this by first chasing down and killing their prey, usually a Kineceleran. Then, from both of their chests, emerges a long, tongue-like organ with a single, sharp, piercing fang at the tip that they then stab into the carcass. From there, they inject digestive juices to the carcass in order to liquidate the issue and organs into a thick, nutrient-rich soup that they then suck back up, much like how a spider eats its prey.
In regards to how the digestive system works, each individual body has its own stomach and corresponding digestive organs. In fact, the only organ which they share is a brain made up of four lobes, with two lobes in each individual body. In short, both individual bodies need to eat otherwise one body will just end up dragging around its twin until it too succumbs to starvation.

It's hard to describe. It's a single entity because it has one mind, but it also has two bodies.
Think of it like Garnet from Steven Universe (if you watch the show that is. If you haven't, this is going to be a spoiler). She is a fusion of Ruby and Saphire and is usually referred to as "she" or "her" when talking about Garnet; when talking about the two Gems that make up Garnet, they are usually referred to as "they" or "them".
It's a similar principle with Whiplash. You use "she", "her", or "it" when referring to Whiplash but use "they" or "them" when referring to both bodies.

Yes, when they use that probscis-like organ I mentioned they injected digestive enzyme's in the body to liquefy everything. That, or the venom they use does that in addition to paralysis.
