Do you know the book series midnighters?
Everything about this picture reminds me of it! See, in Midnighters, theres a group of teenagers that are able to access the thirteenth hour - after midnight. They call it the "blue time" because the world turns otherworldly blue. And in the first book, a girl notices this in the middle of a heavy rain - when she walks out staring in wonder, all the blue raindrops hang still in the air.
This picture is a PERFECT rendition of that scene!! You should read the books, you´ll understand
