From what I remember of the storyline stuff of Halo, these little dudes work for/were created by the ancient race that made the Halo rings. I think they stay on the rings so if some species finds them, they can tell the traveler what and where they are. Or something. All I really know is that they hold all the info involving the rings and ancient race

In the Red vs BlueVerse, the Forerunners don't seem to have existed. RvB shares a few things in common with its parent universe, but it does seem to be in a different overlall setting.
