This is the final and evil form of Lord Garmadon. He is the father of Llyode Garmadon who was the Green Ninja who was suppose to fight him [Lord Garmadon] but thanks to Garmadon's pure evil to find some way to turn Ninjago into his vision he seeks helped from The Overlord who later possed his body to conqure all of Ninjago before defeated by Llyode who later became the Ultimate Spinjitzu Master.Lord Garmadon turned back to good when defeated by his son and well the reason why he became evil is quiet simple and is his cutiemark. He was bitten by a legendary snake that grows and consumes everything in site. The Great Devourer.

well first he had two legs and four arms but for ponies arms and legs are like the same thing kind of. So i just drew him walking on his four legs/arms and clapping evilly with his other two front legs/arms.
