unless it's referring to a pokemon who doesn't have a secondary element (eg. Charmeleon [Fire/no-type] -> Charizard [Fire/Flying])

no. I'm thinking more of an absence of an element. Eg. Togepi (normal/no-type) -> Togetic (normal/flying).
This is all besides the point though because I'm pretty sure the 'element' was meant to be 'unknown' as u mentioned earlier.
