How do you start when building a tree? Do you start with the base or branches, and how do you pan out judging if it is too cluttered or not cluttered enough?

That's... tough to answer I think, since I don't really have any set workflows for much of anything.
With most things I think it's better to start with the larger shape and then work your way down (or up) from there. In the case of trees I would say that's the base trunk as well as the entire silhouette (though the latter doesn't apply in this picture).
I try to work with some bit of randomness added and divide the branches where it feels natural. There's a lot of trial and error involved and sometimes I'll keep painting and erasing a subdivision in different places until it looks good to me.
When you have some larger base branches done you can then add smaller offshoots to those, I only added the very small twigs near the end of the picture in this case.
