i love this peice, Culpeo (as usual)
but I have a question for you or anyone knowledgable in water color pencils. I just started using them, and the colors seem to be coming out too bright. Adding grey or black makes it look shadowy, and watering it down has a completly unintentional effect. anyway, i love the duller, calminga feel of the colors in Culpeo's art, and if anyone could tell me how to do that, it would be awesome

Try thinking about how you would use regular coloured pencils. Sometimes adding a duller colour like brown, gray, or black can help, but other times it doesn't. You can try putting down a layer of the bright colour, then a thin layer of the dull colour, then another layer of the bright one. Culpeo uses layering as well.
Background colours can also affect how the colours look. Try experimenting with how a background colour makes another colour look. Shading might also help to tone down your colours. When you water down your watercolour pencils, make sure you only wet one colour/layer. Layering is very important.
If all else fails you might just need a different colour. Culpeo uses Polychromos by Faber Castelle, which aren't watercolours (Though I think Faber Castelle does make those), but they are very high quality pencils with a great range of colours. They're also kinda pricey though, so if you're more of a hobbyist, you might now want to invest so much in something like that.
