Yes, is is an anime - its genre called "mindfuck" so its not everyone's cup of tea, almost all people I know who watched it didn't like it, since it was boring or too weird to understand. But Id recommend to at least take a look on the animation - thats why I asked - since especially this eye strongly evoked in my mind some scene from that anime.
