And last but not least, here is Tully, the Champion of the Rodina region. Tully specializes in the Grass type (with other types and moves to cover weaknesses). Tully is an adventurer who spends much of his time in the vast forests of the Rodina region. He is known to explore far and wide in search of rare plants. He collects rare leaves and flowers from all over the world. Tully helps the player character take on Team Phenomena. He is also very good at public speaking.

As with all Champions, Tully is challenged after defeating the Elite Four. After Tully is defeated, the player becomes the Champion, though Tully can come as a challenger for the title defense. (Like the Alola games, there is a title defense.) His team is higher-leveled than the other challengers' teams. Among his Pokemon are Florges, Tsareena, Gogoat, and Ferrothorn. One of the Fakemon he uses is the region's pseudo-legendary.

Tully's name is meant to sound similar to tulip (a flower). It also derives from Tully, another name for Cicero, one of Rome's greatest orators. In imperial times, Russia claimed to be the "third Rome", the first Rome being the Roman Empire and the second Rome being the Byzantine Empire.

The Pokemon League is located in the northeast of Rodina, roughly corresponding to Syktyvkar in real-life Russia. The town around the Pokemon League is small and the countryside around it is used for Stantler herding. (Syktyvkar is the capital of the Komi Republic, one of Russia's republics. Tully is a Komi himself.)
