Description NOTE: There are no cities for Venom and Shadow because those Neo Powers are illegal.  This is just what if they existed.

After the Tartarus War, Dinosauria and Alayssia united with the marriage of Toru and Crimsonia.  While Dinosauria formed the Dinosauria Bureau to investigate any suspicious activity, Alayssia formed the United Council and more elemental cities formed.  Each person in the Council represented their respective city.  Each element is now affiliated with one of the main four.

Yes, and I mentioned the use of venom and shadow is considered immoral, though the only person who is allowed to shadowbend is Eezis.

Okay, now I understand. Shadow and Venom drain the life of the user, so it is technically seen as harming oneself.

No, drain life of others.  Those who use those elements basically become death itself.

But so can Gravity kill others. With being able to compress someone into nothing making it a painful death. Fire? You can burn someone alive. Water? Blood bending. That is all.
Case and point if you think about it, ALL elements can be used to kill someone and are super deadly. 
And if ya might say the others can be used for good. Well, so can shadow and venom. Venom benders can potentially use their powers to be doctors and heal people in ways, as a reference to snake venom being used as medicine. And you could use shadow to transport yourself. Who wouldn't want that power? And as they say, without shadow there can't be light.
So to be honest, shadow and venom should not be illegal. As there are no evil elements, only evil benders.
