Very well done, Dangaso. The subtle shading in values (light to dark) lends her figure solid, realistic 3-D form. I especially admire the definition of her arm muscles!
Her face is sweetly rounded and seems so soft, both the edges and the skin. I like the juxtaposition of texture from smooth complexion to shiny, silky curls of rainbow-hued hair.
Her style and personality seem apparent: optimistic, stylish, confident, strong, good-natured.
I like the rectangle background, specifically the fiery upper left portion. The lower right one I'm not sure about; it seems rather dull and dark in comparison. I think it'd be cool to have that little piece to have a green color scheme, which would make for greater contrast and a connection to the green hues you used for parts of her hair.
I think the tendons & muscles of the neck, although good, don't compare to how well you did on the rest of the body. It seems almost too sharply angular, like it's made of plastic rather than skin. Everywhere else she seems so real, like she could reach out of the screen and wave or wink or shake hands with me.
The clothes don't seem to fall just right. The sleeves definitely have shape and form; that is, they're not flat or stiff, but they still don't seem to contour her muscles quite realistically. For someone who's strengths lie elsewhere, it was still a grand attempt! I expect with practice you'll be as grand with clothes as you are with skin and hair. ;D
The shading on the edges of the salmon-pinkish star makes it stand out from the rest of the dark shirt. It doesn't really look connected; rather, she almost appears to be holding a plushie star to her chest. I doubt this is the intended effect...
On the other hand, I really do like the fall of the bottom half of the shirt! Especially the maroon ribbons. (I hope those are ribbons!)
Her chest plate is AWESOME! It reminds me of the piece of bismuth I keep in my room. Mind-boggling. I probably stared at that centre the most. (A minute or more, at least. ^^)

Hey there, I thought I might try my hand at that review you wanted. Now from your description and a couple of the comments, I'm guessing that this character heralds from a tv show or something. Unfortunately I don't watch the show and thus I'm unfamiliar with the character. In short, some of my points may not apply.
So, in your description you said that you wanted a semi-realistic style, with that in mind I'll be critiquing your realism. You can decided which pointers fit into your style.
First the character is a bit androgynous, the head leads me to think its female but the neck down is the body of a male character. I'll this leave here because I can't say which and thus can't give a proper critique.
As for everything else, I can only think of one or two difficulties. Let's begin with the mouth. He/she is giving us a lopsided smile and while the smile is fine, the face isn't reacting to it. There is a set of muscles that, starting just above the nose, curve down around the mouth. These are the muscles that pull the lips up into a smile and in so doing they create a set of deep grooves around the mouth. Not showing these muscles wouldn't be so much of a problem if you followed a less realistic style, but the thing is that you did draw them. That shadow you have sitting around the nose and curving up around the inside of the cheekbone- that's a shadow caused by theses muscles. I suggest that you look up some quick references so you have an idea what I'm hollering about. ( quick note about those shadows you have curving around the inside of the cheekbone. They shouldn't really be there. The muscles casting those shadows start just above the nose and because of this those shadows don't reach up past the nose.)
Okay, a series of quick difficulties. The bridge of your nose has a flat shading to it, consider adding a touch of shadow and maybe a highlight. (It looks like an Asian nose and while smoother, Asian noses still have sides). Next, give us some rather heavy shadows on the far side of his/her nose, just a thin line will do but you do need some shadows back there to designate the far plane of the nose and how it sinks down into the eye-socket. Okay, last of the quick difficulties. Your mouth is a little off center. That cleft sitting at the middle of the upper lip needs to be placed on the same vertical as that line of cartilage separating a person's nostrils.
This next difficulty is probably your largest enemy in your pursuit of semi-realism. Because of how you shaded the jawline, it looks like you're still using a line to separate it from the neck. Starting at the inside corner of the jaw, you need to show a slightly larger underside of the chin and a smoother transition from light to dark. Also, don't forget the Adam's apple.
Alright, almost done. This may be a personal style, but you might want to make the elbows protrude a little more, remember that they're just little knobs.
Last thing. The way you've drawn the inside of the elbows creates an effect more like the wrinkles on a shirt. He/she seems to be a fairly muscular character, those muscles should bulge out more rather than pinching together. When I bend my arm like that, the muscles/bulge actually reach all the way down( or most of the way) to the elbow. You have a similar clothing/wrinkle effect going on where his/her shoulder joins the torso. A fairly distinct line does appear there, especially when the arm is pressed tightly against the ribcage, but this line is typically singular and it doesn't actually step on the shoulder. Remember, this line is created by the tricep and the bicep pressing against one another.
Whelp, that's all I got for you. I apologize if I nit-picked or sounded overly harsh at times, neither was my intent.
I hope this helps in some small way and if not then I blame the erupting volcano for distracting me.

AAAAAAA THANK YOU VERY MUCH! THAT'S THE BEST CRITIQUE I'VE RECEIVED SO FAR! Thanks for pointing out the faults in this piece, that made me realize what to work on my next artworks. I used to draw the anime style and I'm fairly new to this technique (2 weeks) so shading and lightings to achieve anatomically correct pieces is hard.

Umm... this character is from Steven Universe. You should do a bit research on the characters from that show. A lot of them (including this one) are anthropomorphic gems and are supposed to have a "clean, slick" shading/highlighting style as they are gem-based. The jawline and the anatomy/proportions are supposed to look that way as Steven Universe is a cartoon and when you base characters on a cartoon to make them more realistic it often results in less accurate anatomy for the result.
