Created by a intergalactic military research firm as a deadly weapon, Pulsar escaped from her creators as a child after a business transfer gone wrong. She crash landed on Earth where she was raised in an orphanage. When she soon realized her destiny, Pulsar uses her various powers to fight crime and evil while disguised as mild-mannered office worker, Penny Polanski.

To further conceal her superhero identity and to further confused her adversaries, Pulsar can transform to seven (tentative) alternate crime-fighting identities including brilliant detective Shelly Sherlock, telepathic lifeguard Brenda Beach, and weapons expert Holly Point.

Now as a ruthless alien crime syndicate who was supposed receive her for their dangerous purposes arrived, as well as a host of super-powered villains rampaging the city, Pulsar must defend her new home from those who are willing to threaten it. Of all the powers in the universe she possesses, the most powerful one of all, is the power of love.
