It is a program called Paint Tool SAI, I think it is korean, or japanese; but you can find it in english too ^^

You don't like the cigarette because she is smoking, or because it is not well drawn? XD just for curiosity

I really don't like tobacco products in general (especially if someone's endorsing them) because I had a ralative who died of cancer because they smoked (although in my great-grandfather's case he smoked a pipe.) But to each his own, don't let my comment get you down.
