Hmm, If I would be making a character I would choose a background that would "Fit" the character. In this situation a duck pokemon I would use green, light blue as background colours resembling a lake or a "nature" area and I don't know what you're doing but you're using some kind of special effect as background. I think it worked on Sunkern, but keep it at one picture

Hmmm, I think you went way overkill with the background, it's to much and doesn't fit the character.
I like the painting you did on the steel part, the light comes from the electricity is very cool. Last comment I have to make is about the position of the right leg, It's different from the left one and it's positioned a way that it makes it look fatter then the left one. Sorry for my bad grammar. Overall cool and creative design.
