No. It's the water tank to refill the boiler. Every steam locomotive has either a tank (a tank engine) or a wagon carried behind it called a tender (a tender engine). Without a supply of water, a steam locomotive could never travel over an appreciably long distance. The water must remain above the firebox crown sheet (the top of the firebox) or the boiler, the most crucial and critical component of the steam locomotive, will fail.
