This is very beautifully executed.

Gives me a wash of nostalgia for the old 8 bit fantasy rpgs that felt so magical when I was small, for some reason.

I think it not being finished adds to the drawing. The background is superb, and it compliments the line art nicely. The darkening of the center gives substance to the line art and allows the viewer to build in that part that was omitted. The lines that we can see are chaotically structured yet, there is a system. This style compliments the hair in particular.
