Technically, it's not cosplay. It was their Halloween costumes, but Cosplay seems to fit.

While yes, cosplay originally means costume play, the terms has evolved beyond it's original meaning to encompass other factors outside of anime. Β Some people are still purists and still separate cosplayers, costumers, or people who just want to wear costumes, but in the end, it's all pretty much the same.
I still think my friends could still fall under cosplay. The costumes are cute, "home made," and simple but still recognizable as who they are. Also, being at a Halloween party and posing like how the Powerpuff Girls could pose, that's asking more than from normal everyday people wearing a costume for a Halloween party.
If you haven't had a chance, watch the documentary "Cosplay! Crafting a Secret Identity," it encompasses American Cosplay and gives a good general view.
