Not necessarily. In Leroux's novel, the Phantom had a mask that covered both sides of his face. I think that is what is being done here, considering it looks like his face is completely withered, something mentioned in the book, but not the musical. It is only in the musical that the Phantom had a half mask on the right side of his face. This was done because when the musical was being written, it was decided that it would too difficult for an actor to portray emotion with both sides of his face covered.
