I draw the general shade first, then add some more details for the streaks and then I daw some individual hair with a slightly soft brush with the airbrush

Sometimes too much details in the hair can look like paint brush if not careful. Sometimes hair details isn't everything, 14-bis' MLP illustrations can be a good help on how to create a good illustration.
