As said, you could go for some Windows Classic-like style. Also, you could add old 98 icons to your package.

Yeah. 98's visual style is actually more like Windows Classic, with the minimalist Start menu. It's fully possible to reproduce it without using any skinning software at all. All the skinning apps do is let you change "Windows XP" to "Windows 98"
