No, it's what is called a thump mat. After being made up, it's slid over a ring shackle and down onto the deck or bulkhead so that in heavy seas, the shackle doesn't beat a hole into the deck or bulkhead.

Yep, about six foot of braided I had laying about. Took a total of three minutes to make. too heavy for a placemat or anything functional, but good as an oversized teaching tool.
