I assume that California is a Spanish-speaking nation here. Does this mean that it seceded from Mexico Texas-style, but without the white settlers?

Actually, the backstory of this is pretty different from that. Drake manages to hold into a small port in Alta California unlike in OTL, which causes a Spanish response. The Spanish decide to seize the territory and colonise it so no more foreign bases could be created in the Pacific shore. So the border continued to push north until the Mexican War of Independence, which is butterflied to a conflict between the Royalist government of Mexico City and some rebel provinces. Due to the sheer distance, liberals in Nutca and California manage to break-up while the rest of Mexico remained under Spanish control.

Portuguese. There were several attempts to seize the islands in the earlymost XVI century, notably the Corte-Real expeditions.
