I took inspiration from the OTL waves of French Huguenot colonists that settled the territory. This territory was the first one properly settled by TTL's France around the 1580's, receiving a small population that the French maintained, and receiving extra people from the military promised new land that France was unable to conquer in Europe. Eventually it became a key piece of the French Empire once the first settlements in India and Indonesia were founded, guaranteeing the French continued access to the Indian Ocean through the Cape of God Hoope. France attempted to achieve a "Mare Clausum" in the Indian, not achieving it but also obtaining control over Western Australia and most Indian Ocean Islands.

that's one way to go about it, taking territory with the backing of 'they're essentially us, and we can also do this to give our rivals a bad time.'
