He's the guy who planted the tracking device into Koron during the fight.  After he is put into the prison cell, he gets his watch out and communicates through it to someone.  This someone is upset that he didn't keep Koron long enough for him to catch him.  The person then remotely detonates the watch, killing Blocksworth.

Blocksworth: I am so sorry, sir.  This will NEVER happen again.
Ogel: I know.

He presses a button, and the communicator watch explodes, taking Blocksworth with it.
