Description
The narrator opens the episode by stating "It is a very special day in California." The camera then shows Rocket and Drago heading down to Driving School. Once they arrive at the entrance, Drago says he brought Rocket's special learning cards that has everything he needs to pass the driving school test. However, he then eats the cards and claims learning tastes good. Even though Rocket needed those learning cards, Drago convinces him that he is a winner and does not need them. Rocket then claims he is a winner and takes his driving test.

Unfortunately, after one minute and thirty-seven seconds, Rocket fails the driving test for the 58th time. Drago decides to take the test himself and passes with a perfect score, much to Rocket's surprise and jealousy.

They go to receive Drago's license, but while his picture is being taken, an announcer comes out to reveal that he is the one millionth person to pass the test and that he has won a brand new car.

They drive home in Drago's car while he talks about how fun driving is, much to Rocket's disappointment. That night, Drago is heard working on his car and comes to Rocket's door at 4 AM. He tries to get some sleep, but is woken up the next minute by his alarm clock.

Rocket, now very tired, tries to walk to work, but eventually gets a ride from Drago, who rubs his license in Rocket's face and brags even more. When he gets to work, he finds out that Sunlight has chosen him to run the parking lot and meets Drago and his car again.

At closing time, Drago drives up, now wearing a racing outfit, claiming that he must keep up his image as an "expert driver." While driving around, Drago rubs his license in Rocket's face even more, even stopping to talk to Rocket's parents about it and embarrass him. He then starts driving above the speed limit and runs 3 red lights.

Furious, Rocket finally snaps after Drago calls himself a "driving genius," admitting his jealousy toward him and this would have been his car if he passed. Drago calls him out for not being happy for him getting his license, but Rocket chews him back that if he were his friend, he wouldn't be rubbing his license in his face, to which Drago literally rubs his license in his face. In a final fit of fury, an enraged Rocket tears up the license and throws it out the window. This gets the attention of the police and causes the police to chase after them, who eventually drive off of a cliff into the Jail yard.

Drago is trialed and found guilty of littering. However, Rocket admits the truth and gets put in prison for 3 months. When he is released, he gives Drago a new license plate for his car, but Drago reveals that he threw out the car because it stopped working when it got to "e" which he thought meant "end," which really meant "empty" as in out of gas, which Drago doesn't know since he doesn't even know much about cars. As the episode concludes, Rocket and Drago pretend to play cars with Rocket riding on Drago.
