Yay! It's done!
This, my first Photoshop'd work, is solely & entirely dedicated to who got me hooked on Jak & Daxter with her totally awesome art. (go visit her gallery!)
Yes it's shounen ai and yes it's slashy. They were supposed to be at the Hip Hog Saloon after sneaking off to 'race through the city' (grrr... Arrgh! bloody racing games...!) but after reviewing some of the cinematics this had to take place in the garage.
EROL: "...but now it will be so much more fun to take you on the track in front of the entire city!"

There really was a lot of experimental stuff that went into this pic (*turns on photoshop* "Ooh, what's this do?" *poink* "AAAAHH!") but I muffed up the lineart. I'm really tempted to go back and redo Jak's head, but then i'd end up having to redo half the pic including much of that lovely, lovely colouring job.
Ah well, maybe one day.

Line art? Well, there are a couple ways depending on how much time you want to put into it. The most basic way is to draw something and trace over it in pen, marker or something dark that will show up when scaned in. Most scanners will have a setting for "black and white" which simplifies matters if you're going to edit it in Photoshop later but you may get some noise or lose some lines you want to keep. The other way is to scan an image in and then trace over the lines you want to keep on a seperate layer in PS (some people like to use a tablet for doing this).
There are some tutorials on the web about doing line art and cleaning it up. I'm sorry I can't give you some links at the moment but if you do a Google search you'll probabaly find a few good ones with little browsing.
