Depends on where in the world you live. Eggs naturally have a layer of something (I forget what) on them that keeps them cool inside, and don't need any refrigeration (chickens don't lay eggs just in winter now), and some places in the world, like the UK, leave that intact when packing and shipping eggs to stores, so there is no need for the store or the customer that buys it to refrigerate them. The US on the other hand, washes the outsides of the egg since it was figured to be more sanitary, but that destroys the protected layer that keeps it cool, so its necessary to refrigerate it to keep it from going bad.
My guess is that DocWario is from the UK or somewhere else were refrigerating eggs isn't necessary.
