Neutral Density filter - blocks the amount of light coming into the camera so you can use longer exposure times

Right on.. thanks for the info It was pretty dark out so I just used a slow shutter for the blurred one (although my editing on it sucked)

Yes I agree with "Bleed-the-sky": You have to take a tripod and a longer exposure time and the picture will be more better i think because I love such watefall pics with a long exposure
