It doesn't require a program, no. (Have I explained this to you before? Feels familar)
You know how layers work, huh? Well, the simplest way to make a stamp is to put the 'border' on one layer, and the picture beneath it. Stamps are ... 99 by 56 pixels. (random fact i guess haha) And then you have to make sure that the edges are transparent.Β 
But different bases have slightly different shading styles, as you can see. It doesn't stand out that much though.

favourite characters are always nice to have as stamps, but it's hard finding some that are consistent in size.
