Yup and there's a lot ofΒ PokΓ©mon with those combos. They are Combusken, Blaziken, Monferno, Infernape, Pignite, Emboar, Toxicroak, Stunky, Skuntank, Drapion, Houndour, Houndoom, Lucario, Cobalion, Reshiram, Dialga, Pawniard and Bisharp.Β

Well, in a way they are, think about this. Steel is the only type that could resist Dragon type moves, but even Steel can take a lot of damage from either a Dragon Dance/Dragon Claw combo or a Dragon Dance/Outrage combo.Β
Also, many Dragon types can learn Fire type moves, most Steel types would be gone after a hit from a Special Fire type move since many Steel types don't have great Special Defense, expect Bronzong. But Reshiram can easily own Bronzong. So, I believe that's why Fairy was created for.

Fairy is not weak to Fire, it's weak to Poison and Steel. Fire resist it, aka "not very effective".

Well, in Generations 3 to 5, Steel was neutral on Gardevoir. Now, Water types can learn Ice moves, but they are risky as well since many Dragon types, not counting Zekrom since it is part Electric, can learn Electric type moves.

Well Houndoom (and Houndour) have it easy because of there Fire typing they resist Fairy Type attacks,Β
But they take normal damage because they are part Dark Type!Β
So they hold up decently against Fairy Type Pokemon, which is obviously a plus for them! Β

They were more of a threat when the show first started, they had more access to certain machinery too, like a helicopter and certain firearms like bazookas.
