Duddle 36.Hawt.
If there's one angle I consistently seem to struggle with, it's this one. Always fun to give it a shot though :3
Complaints about nonsensical outfit should be directed to the me of 5 years ago who came up with it - I guess I felt the same way about chains and straps as Tetsuya Nomura feels about belts X3

I wouldn't have guessed that you have a little trouble with this angle if you didn't say anything.
In my opinion, those chains give a positive feel with the outfit as well as the character itself. Somebody's goin' shootin', might as well look badass while doin' it!

I don't see anything bad about the outfit I like it *nods* and i don't see any are you struggled in, all it sounds like is you beating yourself up over a great doodle ^_^

Oh my god. That would be so easy to color. All you would need to do is get a brush with a 75% opacity. Then, you can add additional shades if you want to. But, you'd have to convert it to grayscale first. Otherwise the reddish colors will blend with your new colors, resulting in something that might not be the effect you are looking for.
On another note, I really like this one. Your work never ceases to amaze me. You should seriously consider making a drawing tutorial.

Yeah but chains and straps was a pretty spiffy thing for the whole 80's approach to future punk stuff (given there was an apocalypse that creates a habitable enough world for plot devices like an ancient martial art to prevail or gasoline to be feuded over or or..)
so it'll stay in my heart. Belts and Zippers.. I can't say the same for.
