Nice use of color! The plated belly is my favorite. The colors you used work perfectly together, and it adds more the the realism. I like the color of the body overall; green and blue/purple work GREAT together.
I also agree with Taeso, about the horns. They're part of the body, and need to act as so. Thus, it needs to have skin wrap around the base of the horn.
They eyeridge needs to be more visible. Perhaps add some shadows and highlights. You have to kind of think of how your dragon's skull looks like, and have the dragon's skin wrap accordingly around it. So, if you have areas where it's more visible to sunlight, then give those more highlights. But make sure there's some shadows to tag along.
Other than that, it looks great! You've come a long ways since I last commented on one of your pieces. :]

ah, thanks will keep that in mind for my next piece. You're gonna have fun commenting on that because I'm practicing the whole body this time and so it might look wrong in so many ways but the criticism will help me a lot like it has done already, thank you.

So far what I would suggest an improvement area on would be anchoring the face scales, and giving the horns some kind of anchor point. The plating along the head looks very bold in the lines, and the horns would appear to be just sitting on the skin, if you made a kind of wrap with the skin (Looking at how your gums form around your teeth is a good example) it would give the impression that it's attached to the skull.
