Like what program do you use, or techniques? What is involved in making a vector, I've never tried.

Well, I use Apophysis. There are several versions...each one is better than the last I think. And I just pay close attention to the nubers and the triangles. I change the formulas to get different effects. Occasionally, I use a script to get a certain effect. The fractal you are referring to, I used a script by The scripts help the fractal artists a lot sometimes.
