It's called an Alula, basically a thumb of a bird's wing.

As a flying animal, I figured they needed a way to steer while in flight, and the horse-tail alone didn't seem adequate enough to me. So I gave them a second tail that's far more important than their horse-tail: tail feathers. Like on a real bird, the tail feathers are the reason why the pegasus can fly and steer when in flight, and so well at that. Without them they'd be able to take off from the ground but not actually direct themselves anywhere aside from sloppily forward, which is pretty dangerous. O:

Because I didn't do RD's age thing like I did the rest, hers can be found in the description of Fluttershy. While not the center of attention, RD's childhood is pretty much explained there as well.

Because it's plausible for a pegasus to inherit a dew claw on the wing, specifically because they are flying mammals.

Not really, no. Having a dew claw is simply a characteristic that some pegasi have, and others don't. It's a gene that's considered recessive.

Oh no. It's basically just a dew claw on the wings that some pegasi get. I suppose they could possibly grab hold of things with them, but it wouldn't be that good of a grip. o3o

In the Disney movie Hercules, Pegasus was described as having β the brain of a birdβ and that gives me ideas that the pegs behavior are more bird-like than horsie.
