You have a critique coming your way!
First off, the good. It's a leetle creepy, but I like how the body's bending there. I also like the shade of blue you used, and how blue is the base color in the picture. And last, I just love those clouds. xD They just look nice, coming from a person that... can't draw/paint clouds. xD
Okay, onto the crit' part...
Those wings, those wings, those blasted WINGS. The body has thin lines from the scales' texturing, the feathers, and the shading. But then... you have the wings. The style is so different on them, they don't even look connected. The blue color on the membrane is beautiful, but it doesn't help the fact that it looks completely and utterly flat. Then there's the structure of the wings... or lack thereof. I'm so, so sorry to be blindingly harsh... but go look up the bone structure of a bat's wing, a bird's wing, any anatomically-correct dragon skeleton that's on dA and the internet. Because this poor dragon, he's lacking his humerus, his ulna and radius, it's all just one long, curved bone. Once you're done looking up the bones, go look up the muscular structure. 'Cause this poor dragon's missing that, too. Once those two things are put together (and it WILL take a while to get them together), then better shading and texturing will come out of the wings to complete it.
Now, onto the scales. I do appreciate the sense of texture, 'cause it gives more life to a drawing. But in several places, the scales look flat-drawn onto the body, AKA they don't curve naturally with the body to make it appear dynamic. Let's say... the neck. You have the guiding lines going their own which ways, but those lines are straight, they're not showing that the neck is actually cylindrical, plus muscle an' whatnot. Oh yeah... the scales on the neck, right after the head... it creates some funky illusion, I dunno. It doesn't look like it's turning enough...
Now, this is the last thing I have to say, and it's rather minor. The arms. I don't mind that they're so small, but some muscle-studying plus foreshortening should help the appearance of the arms a lot. The arm closest to the viewer, the elbow-crease... it just doesn't look right. I can't think of the way to explain it. xD
You obviously have plenty of room for improvement. But the pose alone is very well done, and you can only get better as you continue to draw! Keep on workin'!

K critique- legs are at an awkward angle and really short. The way the body is bent is too snake like.
