He's a character from an old show called Moville Mysteries, its basically Gravity Falls meets The X Files. And this is one of the main characters. Imagine Dib from Invader im but more hostile and vulnerable Thats Billy Boon

Oh crap, I now remember that show. I’ve only seen one episode when I was on Holiday to Canada (Live in the UK) where I’ve only watched the episode of a guy getting novelty glasses that work and scamming & buying stuff till he can’t ourchae anything and he becomes a product. Man that was creepy.
