Headbands are EVIL. I hate them. Never again will horns, hot glue, and a headband, mix AGAIN!!!!!!!!
I used 16 gauge jewelry wire, took about 8 inches of it, bent it in half, and hot glued it to the bottom of my horns. Then, underneath the headband, I took a really small, comfy headband, and poked the horns through the wig, and tied the rest of the wire around the headband (for stability, and when I do this it lets me bend the horns however I want to! It's really nifty!)
