Do you have a tablet? That helps a heap Drawing a background is really free, don't worry about its level of detail cause its just the background. Nobody really focuses on it, and to make it even more out of focus; sometimes giving it some blur or radial blur helps keeping the focus on the character. Look up some tutorials on some free painting and it pretty much translates into how most do their backgrounds.
