The use of tone is pretty okay, but there's no modeling (shading) to speak of and I'm sorry to report that this style has been done to death.
I definitely suggest studying some other artists and trying to branch out stylistically in future portrayals of your OC.

I drew her by following a friend's tutorial in the first place
However on the issue of shading... I though I had done some shading : /
then again I am not that great at coloring to begin with so perhaps not.
Do you have any tips for how to shade, or a tutorial I could use?

True, but you weren't so much shading as much as making a colour brighter as you got to the edge. Not really the same thing.

Oh : / well I suppose I will have to learn how to do shadows and lighting then. Tis why I am going to sign up for classes in the fall.
However can one cell-shade using colored pencils o . o? I am not sure it works the same.

Tough to say. It won't be exact, but you could try layering black coloured pencil atop your colours.
