Apparently, yes.
The type specimen (this: [link] ) has really short legs, similar to newly found "Otto" and Juravenator. The later found specimen that was claimed to be an adult Sinosauropteryx (here: [link] ) has a lot longer legs, but it is probably not Sinosauropteryx at all, but something more closely related to Compsognathus.
Anyway, many people draw Sino with a lot longer legs than it actually had, probably because the stubby legs just feel wrong. I have done that a few times myself. Here's another reconstruction by MattMart showing the legs: [link]
As to why they were that short... well, I don't think I've ever seen anyone even speculate with an explanation. Maybe they were just not as cursorial as other theropods and ate something that didn't have to be chased.
