Yukari didn't do anything to Yuyuko... she committed suicide O_O I didn't think it was anyone's doing that she doesn't remember her mortal life, supposedly ghosts in legend go to the Netherworld to forget their past lives so they can move on. She can live peacefully now, why would she want to remember how she caused death to everyone around her and was driven to suicide?
The only one who might actually want her to remember would be Yukari since she knew her as a human. Other than that I don't see how it would do any good.
Also, I think there may be a special category of ghost created by suicide, it might have something to do with it. But I can't remember. There are wayyy too many kinds of yuurei...

I thought it was Yukari who kept Yuyuko's body sealed under the Saigyou Ayakashi, so she kept her from passing away completely while also sealing her memories away so she doesn't have to remember her sad life (and also, their friendship while Yuyuko was alive), all that while also keeping the tree sealed.
Maybe I'm wrong, I just like to think of Yukari as this awesome chessmaster (pretty much canon I think) who always has a plan for everything, and the case with Yuyuko would be one of the few times she felt powerless and acted based on her feelings ... Yuyuko is totally OK with it all now even after she recovered her memory, after all this time she learned how to deal with it ... but Yukari might still have some angst hidden behing her facade of chaotic deity ...

No, Yukari didn't seal the tree. I'm not sure if it's in canon explicitly or not, I can't find anything about specifically how she was sealed (looking in wiki), but since her history is connected to an actual Buddhist figure and there are Buddhist concepts involved in her situation, I'm guessing the doujin I read where priests used her body to make a seal were probably closer to correct. Yukari wouldn't necessarily have had anything to do with that... and I don't think any further manipulation was needed to invoke amnesia in her ghost self. Not sure how it works but if her body is used as a seal it might completely cut off her mortal memories.
Yukari loosened the border btw the Netherworld and Gensoukyou for her, but afaik she didn't have anything to do with the seal on the Saigyou Ayakashi. If Yuyuko's body were unsealed then her current self would have been destroyed, she didn't realize that body was hers when she tried to undo it. So she gave up. I still don't think it's said anywhere that she recovered her memories, but I'm not sure.
I guess it could be a fanon theory, that Yukari had something to do with it. I read another doujin where the gist of it was that Yukari had sealed off or created Gensoukyou to remain the same forever, just so she could keep Yuyuko as she was. But the price of it was she could never really touch her... her body just floated right thru Yukari's hands.

It is just a way to look at it, I just came up with things to fill the gaps of what I knew about the story xD
I imagine if that was the case, if it was really Yukari's doing, how would she feel? Even though her plan was pretty much flawless (she sealed the evil tree and kept her dying friend from passing on completely) I wonder if she, being Yukari, would doubt herself if it was the right thing to do, from all the world altering things she could do, that one had too much meaning for her. Was it the right thing to manipulate her best friends life (and death) to do, what she felt, was the right thing? Did she have the right to do it? Was it selfish of her to keep her friend "alive"?

In the doujin Visionnerz did, Yukari tries to stop Yuyuko from being a ritual sacrifice by the priesthood of Saigyouji clan, but Yuyuko commits suicide anyway for her own reasons. The current/ghost Yuyuko doesn't have any conscious memory of her human self but seems to subconsciously remember something...
