He is.... the most unfortunate character in all the Sonic franchise. He lost everything and ended up only able to exist as a computer program while a demented monster uses his body to commit atrocities across the planet he had come to love.

For once they are on the money-- they saw the red one a few minutes ago, and Sonic and Tikal both have a 6th sense for Chaos Energy.

That, and this comic seems to be trying to cover all adaptations of each Sonic continuity. or at least the official ones. In the Sonic the Hedgehog comics Tails unified all of the Chaos Emeralds in all of reality into the current set of seven.
Whether or not that's actually the case in this comic... I don't know. But considering Ovi Kintobor is here, and he's mainly found in the comics, it's possible.
