This was from the anime. In fact, other artworks on this page seem to be on vastly different skill levels so it seems to me that the "artist" who posted this plagiarised or wasn't aware of the rules in place.
You can't just take someone's work and put it up without a disclaimer. Even then deviant art is a place to post your own work so you should even do that.
