It pretty much goes to show that Jiralhanaes are one helluva crafty race, especially when it comes down to re-modifying iconic Covenant weapons likes the Needler into a more barbaric themed. While it is pretty sad to see that the weapon doesn't live up to its counterparts reputation of having lethal shards tracking you down, it is nonetheless a lethal weapon. Just as long as you don't engage long-range combat with this gun, than you better expect tearing through enemies with this weapon in close combat. >XDRelated content

The weapon wasn't made by the brutes, it's supposed to be an earlier model of Needler in the tradition of giving Brutes older Covie weapons.
