Nope. She was made based off the mural depicting Perfect Chaos. Essentially, she's already a doomsday weapon of mass destruction right from the get-go. Adapting to her new surroundings just added to how much damage one Artificial Chaos can do when it's the size of our mutated chao's final form.

Compared to Perfect Chaos? In its original form, it is much weaker. However...Ishtar's adaptations on Aposte allowed it to learn not only from the space stages of Adventure 2 and Shadow the Hedgehog where they were as widespread like the plague, but by becoming self aware of what it is? Ishtar could potentially be even more dangerous. Especially with a means of complete invincibility, constantly spawning more than enough kin to make fighting her a nightmare, and...well...when Gerald made this thing, he was pretty convinced Chaos was a God much like Eggman thought.
In terms of how dangerous specifically? This is the only being on the alien homeworld to not fear the crystalline ultrafauna dubbed the Divine Dragon Ruler and Protector of Aposte. Especially since it destroyed an ecosystem just by being freed from an unrepairable confinement that is now a part of its body. The second it ended up in Cauldrex, its fate was sealed. Ishtar's pretty much gone from beneficial research of Chaos to the unholy lovechild of a Xenomorph Queen and the Flood...add the fact she breeds faster than a Metroid Queen and yeah...this thing is the biggest sin humanity has ever created in its search for knowledge in every aspect.
