The joke is that her friend has been constantly reminding people about the drought when they use water because and water usage is restricted do to shortage.
She's poking fun at her friend and she would really say that to a fireman (I assume) and that's why it's funny.

I lived in NorCal until last year, and we have/had fires about every 4 to 8 years based on lightning strikes and the stuuuupid firebug people who thought it was funny to light a fire. Β There's been a drought in CA for the last 20 years (I lived there for at least that long before I moved), but it's only been an "ISSUE" for...like, the last 4 or 5 years for some reason. We--they, now, I guess--have been getting less rain and snow for a very long time, but it just finally got to be enough for people to pay attention.Β

This is very funny. It almost felt like that for the 15 years or so drought that we had in Australia. Whenever you had to use more than aΒ litre of water for something, someone would be like 'Don't waste it!'

None of them are actually legitimate. The vast majority of our water is used up by agriculture first, commercial/business second, and private consumers (and firefighters) makes up an insignificant percent.
But the state would rather blame and penalize its citizens than restrict its businesses. Even though there's literally nothing we can do. No amount of conservation on our part will have an effect.

In some ways I feel sorry for those in CA but at the same time I don't as you guys had a chance to ride through it by building a desalination plant in (if memory serves ) San Diego but politics and over concern for the local environment killed it halfway through construction.

Actually, I'd suspect cost. This country and all of its states are in desperate financial shape, and such a project would require a lot of money. That means more taxes.
