This ghost is originally from LEgo Hidden side, But I thought he's make a great boss ghost for Luigi's Mansion 3.

Rat Shaun is a ghost who haunts the secret Catacombs of the Last Resort hotel (his elewvator Button, C, was guarded by Harry Cane). Rat Shaun was a former Subway Train Conductor in New Donk City who hadt o turn to bank-robbing to pay for his sick daughter's medical bill. He was chased by the authorities into an abandoned subway tunnel, where he got lost and never came out alive. When turning into a ghost, he gained control over the ghosts of numerous dead rats, including a rather large one he named Perseus. He travelled the Mushroom Kingdom for a while after that and ended up at the Last Resort, where he found solace in the rat-infested Catacombs. He would keep control of the rats and mice infesting the hotel by exterminating them and inducting them into his ghost rat army. His boss battle is a classic swarm tactics battle where Luigi must avoid the swarms of rats and set off a tv screen that shows cat videos to scare off the rats and leave Rat Shaun vulnerable to suck up with the Poltergust. He has 270 HP. Like most of the other ghosts of the Last Resort Hotel, Rat Shaun was under the control of King Boo and became friendly after he was defeated. He gets along very well with Steward, and his best friend is Clem.
