bro... look at it in context. High command thinks there is a cure, so they don't wanna just wipe everything out indiscriminately. Otherwise, they would have firebombed the entire city by now. So the ones left dealing with it are the ground units. She doesn't care, and neither do the her guys, but that's what being in charge is about.
